Noémie Piaskowski is a Sustainable Development Counsellor for Central Europe and the Baltic States at the Regional Economic Department of the French Embassy in Poland since 2020. An architect and urban planner by education, she has held a number of positions in the semi-public sector in the fields of urban planning, urban renovation and construction at a public-private company, and at the Urban Planning Agency. She then continued her career in the government service. In her various roles in the decentralised administration in France, she has held positions that have enabled her to address quality of life issues in an open and interdepartmental manner.

Austrian diplomat since 1993. Ken Podziba is the President and Chief Executive Officer of Bike New York, which produces the TD Five Boro Bike Tour, the largest bike ride in the United States. Ken is proud of the impact that Bike New York’s education and safety program, the largest and most diverse of its kind, has had on its more than 25,000 students annually; the success of Bike Path, which trains formerly incarcerated New Yorkers to become bike mechanics at Citi Bike; and his organization’s response to the migrant crisis, which provides asylum seekers with bikes so they can better acclimate to NYC. Prior to joining Bike New York, Ken spent his entire career working for the City of New York, previously serving as the City’s Sports Commissioner – a position he held for 12 years. Before that, Ken served as Deputy Commissioner/Chief Financial Officer for the Taxi & Limousine Commission, Assistant Commissioner of Finance for the Department of Youth & Community Development, and Senior Project Manager for the Economic Development Corporation. Ken began his career as an urban planner for the Department of Housing Preservation & Development, where he was the project manager of Metro Tech, a $1 billion commercial, academic, and technology center responsible for revitalizing downtown Brooklyn. He received undergraduate degrees from Syracuse University’s S.I. Newhouse School of Public Communications and Whitman School of Management and a Master’s degree from Columbia University’s School of Architecture, Planning & Preservation. Ken currently serves as the Chairman of the League of American Bicyclists, a position he’s held since 2019. He’s also a member of the United Jewish Appeal’s Sports for Youth Council, Westchester Community College’s Health & Human Performance Advisory Board, and the September 11th National Memorial Trail Alliance. He previously served on the board of directors of Benihana of Tokyo, Achilles International, Ice Hockey in Harlem, the NY/NJ Super Bowl Business & Economic Development Committee, and the National Sports Marketing Network. Ken was also a founding member of Syracuse University’s David B. Falk Center of Sports Management.
Ken has received numerous recognitions, including the Arnold Schwarzenegger Legacy Award, United Jewish Appeal Sports for Youth Award, New York Athletic Club’s Man of the Year Award, Ken Podziba Day in New York City Proclamation from Mayor Bloomberg, and the World Bicycle Day Award.

I studied in Dresden, Exeter, Leuven, Freiburg and Brussels and hold a Master in Modern History, Political Science and Philosophy as well as a Post-Master degree in European Integration. I settled in 2002 in Brussels and worked for the European Environmental Bureau, the State of Illinois West European Office, for a Member of European Parliament as well as the German Embassy before I joined the European Cyclists’ Federation in 2007.
Why work for ECF?
Every time I cycle in the Netherlands, I feel a strong sense of civility, in particular when I am with my children. What a contrast to Brussels! Campaigning for more cycle-friendly policies at the European level, I hope to make a small contribution and that cycling gets supernormal, everywhere.

Szczęśliwy ojciec czterech córek. Po raz pierwszy burmistrzem został w 2002 roku. Funkcję tę pełni do chwili obecnej. Pod jego rządami, reaktywowano Jarocin Festiwal. W Jarocinie powstał zakład zagospodarowania odpadów, który obsługuje ponad 325 tys. mieszkańców z 24 wielkopolskich gmin. Obecnie zakończyły się prace związane z budową jednej z najnowocześniejszych w Europie stacji odzysku surowców, w której z osadów pościekowych produkowany będzie biogaz i nawozy. Gmina, jako pierwsza w Polsce oddała do użytku „Mieszkania Plus”, a obecnie mieszkańcy i turyści mogą korzystać z ponad 50 km ścieżek rowerowych. Jarocin posiada także pierwszą na świecie Aleje Światowego Dnia Roweru, za którą otrzymał w 2022 roku nagrodę ONZ.

Leszek J. Sibilski is a polish-american sociologist and a longtime advocate for climate change, the environment, and active mobility issues. He has served as a consultant for The World Bank Group and the United Nations. Dr. Sibilski earned a master’s degree in Education and Sport Science from the Academy of Sport and Physical Education in Poznan, Poland. He earned his Ph.D. in Sociology in Social Inclusion and Social Movements from the Jagiellonian University in Cracow, Poland. His professional background and educational experience have led him to several academic teaching opportunities in community, private, and public higher education institutions in the United States. Early in his career, Dr. Sibilski was a photographer and reporter for a leading sports magazine in Poland. Prior to that taught physical education at the elementary and high school levels. He is a former member of the Polish National Olympic Track Cycling Team.

In 2015, Dr. Leszek Sibilski wrote a post published by the World Bank entitled "Cycling is Everyone's Business." The article was highly popular and received excellent feedback prompting him to spearhead a global campaign for the United Nations to establish a "World Bicycle Day." On April 12, 2018, his effort came to fruition when the United Nations General Assembly unanimously adopted Resolution A/RES/72/272, declaring June 3rd as "World Bicycle Day." On March 15, 2022, Dr. Sibilski spearheaded efforts for a second bicycle Resolution A/RES/76/255: "Integration of mainstream bicycling into public transportation systems for sustainable development." On May 3, 2023, he successfully finalized his advocacy efforts for the UNESCO Executive Board of 217th Session adoption of the first historic decision (216EX/40), “Bicycle for all.” The adoption of this policy aims for sustainable and healthy lifestyles”.

Plenipotentiary of the Marshal for Cycling Since 2014. She has been coordinating a project to build a network of 1,100 km of long-distance cycle routes in Western Pomerania. Her goal is to make cycling accessible to the widest possible group of people. She does not leave home without her bike, regardless of whether she is going nearby or far away. The bicycle enables her to commute to work, take micro-trips around West Pomerania, and go on long cycling tours in different countries.
She is involved in the development of cycling at the national level and has been secretary of the Cycling Mobility Team at the Convention of Marshals of the Republic of Poland for five years. She is a certified auditor of cycle routes of the Euro Velo network. Graduate of the Poznań University of Economics specialising in territorial marketing.

Joanna Matuszczyk has been involved with the Marshal’s Office of the Małopolska Region for several years. From 2019, head of the Cycling Development Team in the Department of Tourism. Privately, she is a lover of travelling and of design thinking and network intelligence. For her, a bicycle is not just a way to enjoy a good holiday trip, but rather a lifestyle.

Grzegorz Siemionczyk is an economic journalist for “Rzeczpospolita” and “Parkiet”, specialising in macroeconomic issues. He is the initiator and moderator of the “Rz” panel of economists and winner of the Grand Press Economy 2020 award. The bicycle is his primary means of transport in the city, all year round. He promotes cargo bikes as an alternative to the car for daily commuting.
